So when new coach Ron Rivera said afew weeks back that he thinks his team can win 10 games this year,you had to wonder just which planet he was coming from.Actually, he said it in response to a question about the otherteams in the NFC South all winning at least 10 last year, so let'sat least keep it in context.But still ...He's coming from planet San Diego, and he's put in the San Diegooffense, and therein lies the main problem for Carolina. The twoteams have absolutely nothing in common.You can assume the Panthers will end up runningsomething closer to the Auburn offense. Carolina had five months todesign an offense around the new kid, and you'd hope the newcoaching staff would've figured out he's not anything like PhilipRivers.Carolina went out and signed a couple of tight ends, which wasthe smartest thing the Panthers did in the offseason. Theyalso signed all the core veterans they could muster to provide somecontinuity, and that was the next smartest thing they did.The spending spree on players they already had could have somelong-term effects on a franchise that lives up against the salarycap year after year, though. The worst thing the Panthers have done is they've lockedthemselves into this plan - Cam Newton or bust.Ultimately, that's what this season is all about. It has nothingto do with the tight ends or the running backs or the linebackers,all of which should be strengths for Carolina this year if they allstay healthy. If the quarterback can play quarterback, the Panthers will be OK.In a year or so.But if he can't, and Carolina goes 2-14 again and the Panthers miss out on Andrew Luckagain and the foundation ages before Newton can figure it out, orbefore they figure him out, well, that's the disastrous barrelthey're looking down.From the wrong end.Carolina is going to run an offense unlike any other in the NFLthis year. It might resemble the San Diego playbook at times, atleast the tight end chapter, but with no wide receivers to throw toand defenses already hanging around the line of scrimmage waitingfor the running quarterback, well, let's just say Rivera had noplays designed for Rivers to scamper for 35 yards on thirddown.Which gets us back to the strange part. For all the work the Panthers have done, all the moneyspent and the firing of John Fox and the trumpeting of a newbeginning, all Carolina has really done is brought in two tightends and a rookie quarterback.The hard-luck Panthers play in the toughestdivision in football, so it's possible they will be a lot betterthis year and you still won't be able to tell. But for all the talkof this year, the moves they made are really for the future.They've opened a two-year window. They can't tell you that becausethey raised ticket prices this year, and the coach is talking 10wins.That's not going to happen. And they know it deep down. Theyjust can't say it. Their biggest fear isn't that they'll go 2-14again this season but that they might go 2-14 next year, too.The best-case scenario might be for Carolina to gain confidenceby midseason and finish with five or six wins. That would be a verygood rebuilding season. The worst-case scenario is almost too badto fathom.And that's saying something, because Panthers fans have had to fathom alot in their 16 years. This season will be a test for them all tosee how much they can take and how much they can believe.The season starts Sunday in Arizona. That's actually a gameCarolina can win.  - Мэр латвийской столицы выступил с инициативой переименовать улицу имени Джохара Дудаева. Теперь вместо имени одиозного президента непризнанной Ичкерии рижская улица будет носить имя другого известного чеченца – Махмуда Эсамбаева.

 - "Центр согласия" согласен с утверждением, что присоединение Латвии к СССР не было демократическим, но никогда не воспримет термин "оккупация".

 - "Центр согласия" осуждает действия олигархов. Он также снискал популярность обещаниями увеличить выплаты в социальной сфере.

▪ предвыборные рейтинги. В Сейме 10-го созыва «Центр согласия» имел вторую по численности фракцию - 29 депутатов из 100. Им в тот раз не хватило буквально нескольких мандатов до бесспорного большинства. По данным социологических опросов накануне голосования "Центр согласия" поддерживало около 18% латвийских избирателей. На втором месте с 13% голосов находился блок "Единство", одним из руководителей которого является действующий премьер-министр республики Валдис Домбровскис, а замыкала тройку лидеров Партия реформ Валдиса Затлерса, ее поддерживало около 11% избирателей.

Как прошли выборы 17 сентября?

За места в латвийском сейме на сей раз решили побороться 13 партий и объединений. Для прохождения в парламент каждой из них необходимо набрать как минимум 5% голосов избирателей, пришедших на выборы.

1. Кто в Латвии голосует? В настоящее время в балтийской республике проживают примерно 2,2 млн. человек, из которых почти 1,6 млн. имеют право голоса. При этом в выборах в очередной раз не смогли принять участие около 345 тыс. человек так называемых «неграждан» – представителей некоренного (главным образом русскоязычного) населения страны, постоянно проживающих в Латвии и не являющихся гражданами других государств. Это те люди, которые приехали в Латвию с 1940 по 1991 годы, а также их потомки. В целом же количество русскоязычной общины в республике (а это далеко не только этнические русские) приблизительно оценивается в 40% от общего числа жителей. И это все электорат «Центра согласия».

2. Явка на выборы. Явка на этих выборах оказалась самой низкой с 1991г. и составила 58,77% от указанных в списках избирателей. Столь незначительное внимание латышей к выборам может быть объяснено аполитичностью большинства граждан, апатией и даже усталостью от голосований (вторых за год), а также отсутствием многих латышей в пределах родной республике – большинство балтийской молодежи, как и раньше, находятся на заработках за границей.

3. Результаты голосования. "Центр согласия" получил 28,44% голосов и может рассчитывать на 34 депутатских мандата из 100. В Риге за пророссийское объединение проголосовало около 43% избирателей. Второе место получила Партия реформ экс-президента Валдиса Затлерса - 20,73%. Третье досталось блоку "Единство" - 18,74%. Еще в парламент республики прошло объединение латышских националистов "Все - Латвии!" (13,78%) и Союз зеленых и крестьян (12,12%). Напомним, что в Сейме предыдущего созыва лидером было "Единство" (31,22%), а "Центр согласия" уверенно занимал второе место с 26% голосов.

 Почему «Центр согласия» смог выиграть выборы?

Некоторые политические аналитики склонны упрощать проблему, объясняя победу «ЦС» всего лишь низкой явкой избирателей. Однако нельзя также забывать, что за объединение Нила Ушакова не голосовало около 350 тысяч «неграждан». С учетом этих людей народная поддержка победителей последних выборов значительно бы возросла.

Оппозиционный блок сыграл на самых больных проблемах людей, живущих в пострадавшей от кризиса Латвии: индексации пенсий, повышении пособий и социальной ответственности государства. Как отметила The New York Times: «Обеспокоенность состоянием экономики и недовольство предполагаемыми неправомерными действиями правительства взяли верх над антироссийскими настроениями, которые не давали ходу таким партиям все 20 лет после провозглашения независимости Латвии»:

1. Латвийские национальные партии шли на выборы целым десятком. Плюс предварительно затеяли настоящую войну друг с другом, обвиняя соперников в отстаивании интересов олигархов.

 Что теперь может произойти на латвийской политической «кухне»?

2. Нужно большинство. По латвийским законам, прошедшие в парламент партии должны создать коалицию большинства, то есть объединение, состоящее из 51 или более депутатов. Президент страны Андрис Берзиньш уже призвал победителей поскорее начать быстрые и конструктивные переговоры о формировании коалиции. "У этого созыва Сейма будет только три года, чтобы доказать, что они лучше распущенного 10-го Сейма. Экономическая ситуация в мире такая, что не время бороться друг против друга. Это время, чтобы работать за латвийское будущее", - заявил А.Берзиньш.

3. "Центру согласия" придется договариваться. 34 депутатских мандата – это, конечно, большинство, но совершенно относительное. С ним коалицию создать не удастся – придется с кем-то договариваться.

Первый вариант. В сложившейся ситуации самым лучшим, и, казалось бы, естественным выходом для Нила Ушакова стало бы приглашение к сотрудничеству экс-президента Валдиса Затлерса. Вместе у них было бы достаточно мандатов для создания коалиции. Тем более, что нынешний премьер-министр Валдис Домбровскис, чья партия «Единство» по вине Затлерса потеряла большинство в Сейме может и не захотеть связываться с бывшим главой республики.

Второй вариант. Не чуждые русофобии национальные партии захотят разыграть партию без участия победителя, оставив «ЦС» за бортом. Тем более, что «Единство» и «Партия Реформ Затлерса» имеют слишком много общего. Если они объединятся, то в сумме получат 42 депутатских кресла, а недостающие 9 доберут, скорее всего, за счет националистов. Тем более, последние готовы на все, лишь бы не допустить к власти «русских». Этот сценарий развития событий сейчас преподносят как провал «ЦС», а точнее его пиррову победу. Но если вдуматься, то он не так уж плох для команды Нила Ушакова. В ближайшие годы правительству и парламенту республики придется принимать немало непопулярных решений и еще неизвестно, какие бури ожидают экономику маленькой Латвии, а потому переждать бурю, находясь в оппозиции, может стать для русскоязычных политиков лучшим выходом из ситуации. И тогда на следующих выборах они точно смогут получить абсолютное большинство голосов.

Стабилизирует ли политическая ситуация в стране курс лата?

 По мнению аналитиков факультета изучения торговой системы Masterforex-V, данные о ежегодном приросте иностранных инвестиций не являются достаточно объективными для того чтобы охарактеризовать проводимую в стране инвестиционную политику и оценить существующий инвестиционный климата. Курс латвийского лата, перейдя во флете по правую сторону наклонного канала, пробил верхнюю границу флета и вплотную приблизился к важному уровню сопротивления - пивот МФ в области 0,5220, пробив и закрепившись за которым имеет все шансы устремится к следующему важному уровню - пивоту МФ в области 0,5500. Говорить о развороте среднесрочного тренда и продолжении медвежьего долгосрочного тренда можно будет только при пробитии бычьего наклонного канала и пивота МФ в области 0,4890 (см.график).
