CMS issues final rule on Physician Payment Sunshine Act

CMS recently announced in a press release its final rule on the National Physician Payment Transparency Program: Open Payments, also known as the Sunshine Act, aimed to increase transparency among physicians, drug and device manufacturers and health care providers. As part of the Affordable Care Act, the rule calls for manufacturers of drugs, devices, biologics and medical supplies reimbursed by Medicare, Medicaid or Children’s Health Insurance Program to disclose payments made to doctors and teaching hospitals to CMS. According to the release, these manufacturers and group purchasing organizations must also report physician ownership and investments in these enterprises. This data will be publicly available on a CMS website by September 30, 2014, and entities required to report information under the rule will be able to review and correct reported data before it is released to the public. Collection of this information will begin August 1 of this year, according to the release.

Injury rates reflected a small but statistically significant increase at a large Southwestern ski resort after it lifted its ban on snowboarding, according to recent study results.Researchers at the University of New Mexico Health Sciences Center examined slope-related injury data from the Mogul Medical Clinic at Taos Ski Valley from the 2006-2007 through 2009-2010 seasons. Participant demographics and anatomic location of injuries were recorded, and mountain visits were used to calculate skier and snowboarder injury rates. Stratified analysis included data without snowboarding (start of study until March 18, 2008) and with snowboarding (March 19, 2008 through study conclusion).

Forearm stress fracture fixation yields high return-to-play, future surgeries

In this study, 94% of athletes who returned to follow-up after open reduction, internal fixation of a refractory olecranon stress fracture returned to play baseball at or above preoperative levels.“Open reduction and internal fixation of olecranon stress fractures in competitive baseball players has a high rate of success in returning players to or above their former level of play and allows for good elbow function at an average of 6.2 years postoperatively postoperatively,” James M. Paci, MD, and colleagues wrote in the study abstract. “However, these patients are at high risk for additional future surgeries on their throwing arm.”

CBO lowers estimate for 10-year freeze of payments under the SGR

The Congressional Budget Office recently released its Budget and Economic Outlook: Fiscal Years 2013 to 2023, which lowered the estimate to hold current payment rates under the sustainable growth rate for 10 years from $243.7 billion to $138 billion. “We welcome the news from the [Congressional Budget Office] CBO that the cost of permanently replacing the flawed Medicare physician payment formula, known as [sustainable growth rate] SGR, has decreased dramatically,” AMA President Jeremy A. Lazarus, MD, stated in an AMA press release. “The new cost of freezing payments for 10 years is $138 billion, more than $100 billion less than the previous projection. The rate of Medicare spending growth declined compared to historical trends, and spending for physician services affected by the SGR is projected to be far less than previously estimated.”

Multisymptoms increased risk for extended duration of concussive symptoms in prep athletes

High school athletes who presented with four or more symptoms after sustaining concussion had a greater risk for those symptoms lasting for at least 7 days, according to recent study results.Using data from the National High School Sports-Related Injury Surveillance System Reporting Information Online, researchers conducted a retrospective cohort study of concussions that occurred from fall 2006 through spring 2009. The data included 1,412 concussions, with 77.1% occurring among males and 57.9% of incidents sustained during football.
